Project Title: Technical Assistance to Support Implementation of Standards and SPS Measures for Kenya’s Fruits and Vegetables

Key actions
- Implementation of Compliance Programmes – the management and coordination of activities outlined in the action plan, including the establishment of horizontal and vertical networks towards compliance with standards and SPS requirements.
- Develop training modules on food safety requirements, HACCP, TBT/SPS requirements, KS1758 and various Voluntary Sustainability Standards (VSS) in horticulture.
- Develop and implement training programme for industry professionals and County Extension officers.
- Support producers and enterprises to comply with traceability and labelling requirements.
- Identify pilot producers/enterprises and support implementation of international market access requirements.
- Establish mechanisms for conformity assessment, including self-regulation mechanisms, testing and certification.
- Build demand for KS1758 and other food safety and quality standards. this will include: Conduct awareness campaigns to the public on general public on importance of food safety and quality standards.
- Raise awareness on importance of KS1758 as a local standard for assuring food safety and quality of horticultural produce.
- Develop and implement training programme for KS1758 standard for selected ESHs.
- Support operationalization of KS1758 third party assurance programme/ scheme.
- Identify key local retailers, wholesale markets and exporters that will participate in the KS1758 implementation programme

Legal policy and application of livestock identification and traceability devices
1. Agro-Pastoral Resilience Investment Services (APRI) carried out a legal study and produced a policy brief on the status of advancement of the Bill for the Livestock Identification and Traceability in Uganda. The assessment was carried out by APRI technical personnel in collaboration with consultants from the Office of the Solicitor General (Uganda Ministry of Justice) and finalized during a stakeholders meeting held in Entebbe in March 2023.
2. Agro-Pastoral Resilience Investment Services (APRI) in partnership with Cooperation and Development (C&D), a Non-Governmental Organization, the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) & District Veterinary Office (DVO) Moroto, the Tropical Veterinary Services Ltd (TVS) and with the office of the Prime Minister (OPM) undertook a 6-week pilot application of cattle Radio Frequency Identification (RFID) ear tags (visible) and subcutaneously applied (not visible) in Karamoja, North-Eastern Uganda and assessed the performance and acceptability of both proposed system by the Karamojon communities. Both systems were considered easy to read and reliable though the subcutaneous application was preferred by the Karamojon interviewed during the filed work.

3. APRI group implemented further application of RFID ear tags in Mbarara and Nakasongola districts in Uganda under the EU funded project from January- March, 2023. The scope of the work was to uniquely identify cows under experimental trials to determine the difference in Methane emission according to different types of dietary regimes.
